Floya wurde gemeinsam von Brussels Mobility und STIB entwickelt und von Trafi und Eviden betrieben. Es ist darauf ausgerichtet, die Bedürfnisse der Bürger der Hauptstadtregion zu erfüllen.

Die Floya-App ist Teil des regionalen Brüsseler Mobilitätsplans 2020–2030, der auch als Guter Umzugsplan, mit dem Ziel, die Mobilitätsdienstleistungen in der Hauptstadtregion zu stärken.
